Normandie and Bretons
France, of course, fears a united Normandy - and will do everything it (and its pet politicians) can do to prevent it.. A simple look at the map will show why. An independent nation so close to Paris - they would feel compelled to move their Capital :)
Before worrying about independence one must consider reunification as the goal - and before reunification one must consider the establishment of a common identity as a goal. The Bretons may (currently) be viewed with disdain by some but remember - they formed a large contingent of the Conqueror's forces when he came to England. Our histories are intertwined, did not Charles gift Brittainy to Rollo - in full knowledge that there was already a strong independent kingdom there. No doubt he hoped that Brittainy and Normandy would weaken each other so that neither would be a source of difficulty for him later. Why do the enemies work for him?
The Bretons could be a useful ally. I say this as an Anglo-Normand 'cousin' with no personal history or difficulties with the Bretons (I once spent a happy teenage summer working on a farm near Pontivy). Many of the Bretons who came to England in 1066 were instrumental in the Norman conquests of Wales (as were those troops of Flemish descent). The descendants of the Cambro-Normans (those who settled in Wales) were crucial in the later conquest of Ireland. (becoming known as Hiberno-Normans). We also have the Scoto-Normans (from which the Stuart dynasty descend), and even Teutonic Normans. We are a widespread people, with diaspora across the globe.- that is both a strength, and a weakness.

Re: Les régions sacrifiées.
Bretons and pre-Normans were of course all Amoricans ... part of the Marches of Neustria (which covers much of the Carolingian/Merovingian periods) .. both descended from the Salian Franks (who bore much in common with Rollo and his men).
However, there is no 'identity' as Amoricans .. so we are Normans .. and they are Bretons (independent during both the Merovingian and Carolingian periods).
